The Lord Chancellor wears his chain of office even at breakfast and has a voice made for reading proclamations in the rain. His badge is a magpie, which he will tell you is a pun on his name and not a comment on his character.
Who he is
Pye has run the vale’s money for eleven years. In eleven years nobody at court has seen him hesitate, and he believes that a crown that pays rent to a lizard is not a crown. On the day of the fair he had a chest of crowns carried down from Coin Stair and offered it to the dragon as full and final settlement. The dragon declined, and the Chancellor has taken the refusal personally.
What he wants
For Queen Hesper to refuse the rent, raise a levy and hire people who kill dragons. He has already hired one, Sir Ivo Latchford, and paid him out of what he says is his own purse. He wants Beatrix Holloway stripped of her spurs for holding fire, and has filed a formal complaint.
Dealings with the Wardens
He calls them “Queen Hesper’s rent collectors” and tells anyone who will listen that they are wasting forty days that should be spent casting bolts.
